There was no link in the main menu or navigation for the webmaster resources. You'll find it if you click on Communication Services in the list of ELCA Churchwide Units and Offices at the bottom of the page. Or, from the main menu at the top - Who We Are -> Our Three Expressions, then find the link to Churchwide Organization, then Communication Services under Service Units. And, finally, for both of the above paths, click on Resources in the navigation menu to find Web Ministry.

What I found
Same basic information as LCMS - generic content suggestions for a static website.
Rather than duplicating information found elsewhere, the ELCA does link to resources on other websites, including several in this survey.
They do have RSS feeds and content widgets (panels, blocks) that churches can use on their own websites.
Their congregation directory does provide links to the home pages of congregations. A quick search of a nearby zip code provided 143 congregations within 15 miles and only 16 churches did not have websites.
What I didn't find
The ELCA did have a forum for webmasters at one time, but not any more. Their information page still has a link to it, but all the content has been removed.
Like most of the large denominations, the ELCA does not have any information or suggestions for using social media in connection with your church website, but they do make use of it themselves.
